The list is written by hand, because faucets appear and disappear constantly and nothing tracks them reliably, and nothing here re-checks a link: one that has gone dead stays on the list until the list is edited. Testnet tokens have no value, so anyone selling them or asking for mainnet funds to unlock one is running a scam.
