The comparison is the point: the same swap can cost a few cents on one network and several dollars on another, and the gap moves constantly. The figures here are execution fees only. A rollup also pays to post its data back to Ethereum, so its real total is higher than what is shown, and moves with mainnet even when its own fee rate does not.

The table above reads it live from each network's own public node, and prices it as what a send and a swap actually cost rather than leaving you with a gwei figure. A network whose node returns an implausible reading is marked as such instead of being quoted.
Which network has the cheapest gas fees?
It changes minute to minute, which is why the comparison here is read live rather than published as a list. The rollups are consistently orders of magnitude cheaper than Ethereum mainnet, though their totals include a data fee posted back to Ethereum, so they move with mainnet even when their own gas price does not.
When is the best time to transact on Ethereum?
Gas is generally cheapest at weekends and during off-peak hours in US and European time zones, because demand for block space follows when people are awake. That is a tendency rather than a rule — a single large mint or liquidation cascade raises the price at any hour.
